Drain Punch Location

Hello folks. I cannot remember for the life of me if Drain Punch can be learned from a tutor. I tried looking it up and a while ago a user stated that you can find the move after "Agate City", but I just cannot remember if this is true or the location for it.

I suspect there is some truth to this because I have a Pangoro with drain punch and I don't know why other way they could've learned it.

I appreciate anyone that can jog my memory.

It's actually in Mosswater Market, in the restored Peridot Ward

It's in the new marketplace in Peridot ward (where the factory used to be).  It is in the second stall on the top row.
