It's something from the main games, Pokerus. It's actually rarer than vanilla shinies. In short, it doubles your EV yield (e.x. Pidgey's 1 speed ev yield will be doubled to 2) and is contagious throughout the party and box while it's active. A pokemon gets cured and stops spreading it after a couple days, and then you get a Purple PKRS where the weird outlet-face thing is, though they will still retain the doubled Ev yield.

Isn't it the other way round? As far as I am aware, the purple "PKRS" sign stands for a Pokémon that is currently infected, and the smiley face indicates that it is cured.

ZEL is right. You'll see a purple PKRS sign if your Pokemon is currently infected, but that little face if it had Pokerus and is now cured.
