Looking for Staryu

As the tittle suggests im looking for Staryu but i can't find it. I know you can get it from an egg but in the obtainable list it should apear in the wild or repeatable event. Dose anyone know where to find it?

(i have checked out the guides but they only state that you can get Staryu from the police side quest)

usually Good/Super Rod works when used in Neo Reborn City Water (the water of Reborn City after it's clean including the water under the bridge that leads to the railnet)
