Opal ward to Obsidia ward event

So, in the Opal ward, in the Grandview hall or whatever it's called, there's a fisherman and streetrat. The fisherman is like "Gimme 500P for a badass Pokemon" and I do it. The streetrat takes it before I can receive the Pokemon, and I hunt the guy down. I double battle them and win after giving the streetrat another 500P, and he says he got pick-pocketed and the guy that did it went to the Obsidia ward. I can't find the thief. Can someone help me with this please?

You mean the one in the slum? If he told you North Obsidia then it's Magma guy near DJ Arclight.

It sounds like you aren't that far. Did you just have the double battle?

 

If so, then the guy you're looking for is in the slums of Obsidia Ward. If you haven't beaten Julia yet you'll need to. The slums will be the main line you take to get through the Ward.

 

If you've already beaten the Tangrowth you'll need to go back before you had the battle with Scrafty. There'll be a youngster in one of the rooms who took it.

Ok so I got to 7th street to get the Pokemon, and some rouge stole it. Where did he go?

I believe the next step is talking to the Police chief in Jasper(?) ward........though that part of the quest doesn't continue until after you return to the city after the Agate arc (after the 13th badge).  If you're at that point, just go to the police chief to start the next leg of the search.
