One of the NPC's is directly quoted to have ties with Reborn's Agate circus.  As for the prizes, its completely dependant on RNG.  It costs 350 pokedollars to play: A "weak" and "OK" response gets you nothing  A "nice" gets you a refund  A "powerful" gets you a pokedoll, however, the first time you get a "powerful" you get a Stufful instead (Bewear pre-evo)  An "OVER 9000!" gets you the HM Dive the first time, and another TM the subsequent times afterward.  That should cover it!
