I ask since My GF wants to start reborn and her fav mon is Vaporeon. I'd say around level 4 or 5 if possible. IV's and Nature are no priority. if you wanna profide a perfect or near perfect one it's up to you. there's no rush at this point in time, as her PC is a bit borked. I'll do some digging in my PC see if i have a Shiny Eevee in there somewhere (i think i do) if i do ill let it hold a water stone and de level it if nessecary to level 5 so it feels like a starter pokemon chosen and the water stone means it can be evolved when they prefer, i know i have Eevees so if i don't have a shiny ill just breed til i get one.
