Spoiler At the top of the tower in Titania's gym, where you end up after being knocked out by Lin. Coincidentally, this is right before the battle with Reshiram or Zekrom. I do not believe that this was unobtainable in EP 17, as I definitely believe I would have seen it there before, but feel free to correct me if I'm wrong.
