What weather do you need for Mudkip?

I know the general idea on how to get Mudkip (and I don't want it all spoiled), but there was conflicting information in the forums on what weather you need. So what weather do I need to get Mudkip? It hasn't rained in forever on my game, and I have changed the date about 30 times o__o

to start the event is has to be raining, to find the mudkip it has to be daytime and clear weather.
