Scyther/Scizor Location

With Episode 18 officially releasing the remaining Psuedo Legendaries,The Volcrona Line,and the Haxorus Line,how do you find Scyther and or Scizor? or is it not in the game legally yet. I have heard stories of it being a 1% Encounter Rate on Non Snowy Grass in Route 4,but some confirmation would be very helpful

it's legit a good place is where you obtain bagon since you have to melt the area it is indeed a 1% chance as a scyther
