Squirtle not appearing

I understand that in EP18 it has to be raining the entire way through the event now. I beat Aya, talked to the guy who said someone might give advice as to where squirtle is, talked to the guy who talked about the secret entrance to the grotto, and an standing next to the pond which is currently empty with tons of rain but no squirtle. Am I missing a step or doing something wrong, or is it bugged?

I had faced a similar issue. Read somewhere that you can get the Squirtle in rain in EP18 (didn't know it before)

Saved just outside the area, loaded and reentered the area. Bam! Squirtle right in front of me. Guess that should work for you too
