Well, so, I got this shiny piplup from the 7th street trade, and I really want to use it in my team. Now, based on all strats I’ve seen, it uses moves like Ice Beam and flash cannon,swords dance etc. . So, is there any way I can give my empoleon ice beam or flash cannon etc.? Cuz I can’t find where we can get either of those TMs.

You get Flash Canon for beating the Steel type gym, while Ice Beam still isn't in the game yet.  Ame really held out giving us that coverage move.
