Department Store Sticker?

Hey everyone,

 

So I am attempting to get the Razor Claw to evolve my Sneasel BUT I am missing the last department sticker... I realize that I left for Agate Circus without saving the man down in the railnet and now he is gone... I heard that you can still obtain the sticker with completing the railnet restoration, but I paid it off and checked the lost and found, but there is no sticker. What do I do?
