Make sure you've downloaded the most recent episode though, because in Episode 8 and before it was glitched after the second time of finding it. I could be wrong, but it seems like everytime I pass that location I see it there the first time. Why I'm unsure is there might have been one time where I don't think I saw it, but it could have been the wrong place. /: I found it this afternoon and it was cloudy - (I think <.<) It's never in any buildings. I know the first time it was out in the openish. Sorry, I wish I could be of more help than a sorta sure it's not weather/time based.
