Turtwig event not triggering?

SO I'm trying to get a Turtwig for my playthorugh, and evidently its at the same tent where you get Dive, after you get dive. But even though I've gotten dive, it still showing me that Dive is the reward. Did the puzzle again, got dive again, and its still showing me Dive as the reward. 

 

Am I doing something wrong? 

 

Please let me know how to get a Turtwig, because I really want one ;-;

Just after you get fly from Florina it changes from dive to Turtwig after the water treatment plant event
