interdiction Posted February 1, 2019 Share Posted February 1, 2019 I think it's from an old version that gave it as a mystery gift as an oversight. The only possible way to obtain one now is through debug, it and any other (non-Phione) legendary is unavailable and presumably will be until after the main story of the game is complete.
