Are these decent IVs for Reborn?

Started a New Game and was wondering if this looks ok to go through reborn with.

Seeing as you are new to Pokemon Reborn, I would go with an Adamant Mudkip with 25 to 30 IVs, and the rest of the IVs be between 10-20. When choosing a starter, it would be wise to select one with an ideal nature that takes advantage of its strongest stat and disadvantages a stat that won't be used. A Pokemon with 15-25 IVs in all its stats is a fine choice for a first time play through,

I know it has better attack then special attack, but wouldn't adamant actually hinder it since most of it's early STAB moves are special?

Yes, that's more than enough.

You can adjust nature later, around the mid game, when it starts becoming relevant.

20+ in HP and in the next 2 most important stats (in this case Attack and Defense) is usually more than enough. Even low-IV 'mons will work fine as long as you make sure their stats are supplemented by the right natures and EV training, though IVs will start to become more relevant around levels 50+.

The difference between 25+ in all those stats and perfect 31s is pretty likely to never come up, tbh

A good way to get high IV Pokemon is to get it from Memeborn, which automatically provides 6v for all Pokemon you get. Then you can copy and paste your save file between Reborn and Memeborn.
