Therefore, my vote goes to Cyrus, simply because he is the only one who wants to achieve a believable evil goal. Come to think of it: Giovanni's goal is to steal Pokemon from people and then sell them at the black market... What black market? Catching Pokemon is so easy that it is simply impossible to see what kind of gain there can be in stealing and selling them. Maxie and Archie want to expand the ocean/landmass... Why? The only reason we are ever given for them wanting to change the world is basically "I like the sea/the land". Ghetsis went through the troubles of raising an adopted son, turn him into the leader of a villain group, create said villain group, steal Pokemon from people, persuade the people to "liberate" their Pokemon... For what? To be the only one left with Pokemon and therefore become the best trainer due to lack of competition? And in B/W 2 he basically wants to freeze an entire region for no reason... Compared to these guys, Cyrus at least as a clear goal: becoming a god. Say what you will about it, but at least it is a well defined goal, which btw is reminescent of many villains we commonly see in movies/comics/cartoons... His reason for taking all pokemon wasn't to be the "best trainer due to lack of competition", it was to de-weaponize the world, making him and his servants the only ones capable of combat, and thereby stopping anyone from resisting them as they took over the world. His original plan called for using N as a figure-head while he made the rules, setting up N as the invincible all power-full righteous charismatic King of the World, while he acted as the "king behind the king". When that fell through he went for broke and decided to rule the world through sheer power and terrorism. Still, it's kinduva let down to go from someone wanting to be a GOD in diamond/pearl/platinum to someone wanting to be king, tho I gotta give it to him, he was a lot more crafty than the relatively straightforward Cyrus. Step 1: Insert tab Uxie into slot Mesprit, fold along line Azelf and rest atop platforms Dialga and Palkia. Step 2: Avoid contact with water, electricity, and Giratina. Step 3: ???? Step 4: Become God. Still I think the best villain is me. Yeah, that's right, me. I have become the champion in Kanto, Johto, Hoenn, Sinnoh, and Unova; thereby establishing my dominance. I have raided ancient ruins for items and pokemon of power, making sure to tamper with or outright destroy the information there so no one else could use it. I have even seized control of the Distortion World and its ruler, securing an entire dimension to serve as my base of operations. The true scope of my plans is beyond the feeble imaginings of the so called main villains on that list, and has yet to be revealed. Antagonist is just the one that stops the action or is the obstacle to the action in moving the story forward. My favourite strangely enough is Archie though. I love the bumbling morons that are Villains like Bowser and similar characters, Since I feel if I was a villain I would be one of those guys lol. He isn't a good villain, hell, he steals the wrong coloured orb and makes Kyogre go on a rampage. He constantly tells you his plans in the game like he is daring you to stop him.
