Can't find misdreavus

I can't seem to find misdreavus in Byxbysion wasteland. I go into the upper ledge, but there's no strength boulder there.

 

I've beaten radomus, not sure if that has somehow disabled the event or something?

You have to drop one down o think from somewhere else

I have one on another save file, so I can trade it to myself, but idk if it's a bug or intended.
 

Yeah I went to the upper ledge where the strength boulder is supposed to spawn, but its not there.

Actually looking back through my box, my misdreavus has disappeared, so if you have one with nasty plot that would be amazing!
