Basculin, the Rock Head ability isn't available? Figured I could finally give the mon some love in my mono-water run, but no Head Smash spam is killing that idea in the bud.

All Pokemon abilities are available, so it should be available. Are you catching Blue Basculins? That's the only variant which can have it.

I'm aware.
It's the game not user error. 
Blue can't have Reckless, so I thought maybe the game had it reversed but after ramming ability capsules down both a red and blue's throats I can assure you no Basculin have Rock Head.

Literally unplayable if I can't have my mediocre fish have an ability that only helps it to really use one move better.
