Where to get a good IV Ditto for breeding?

I've seen a few older posts asking around for a way to get a good IV Ditto. The responses there all come down to the fact that it was impossible  to get except for if you basically cheated or got really lucky.

I've been looking to get into breeding some pokémon and would like to know if this has changed since then? I completed the most recent version, so progresswise I'm probably as far as I can be.

The only Ditto you can get in the game right now is from Blacksteam Factory (or 7th Street if you miss it there) and I believe the IVs on it are just completely random, so yeah you'd probably have to get really lucky if you want a really good IV one legitimately.
