How to get Eevee?/Good tanks

I've been trying to get an Eevee so that I can try and get an Umbreon so i have a pretty good tanky pokemon since I mostly have sweeper and the like. Also if there are any suggestions for other tanks I can use instead (if I cant get it yet as I currently have 8 badges) that might work well I would really appreciate it.

Eevee is obtained by an event in the Chrysolia forest: https://pokemon-reborn.fandom.com/wiki/Lost_Railcave, so you should be able to get it.

In terms of other tanks, Blissey's obviously phenomenal as a special tank, and Amoongus has impressed me a lot as a physical tank, but it depends a fair bit on your team.
