ralts location?

wikia's pokedex says its in obsidia ward but i havent found any sign of it on the actual pokemon list for the obsida ward on the page, does anyone know where it is? just want gallade since its my favorite pokemon and usually try to have one on my team in every pokemon game where im able to get ralts/kirlia/gallade

You will need the corrupted pokeball from the underground railnet, then bring it to the obsidia pokeball shop, where a guy will fix it for you, which contains a ralts

(you also need Magnet Powder)

but the guy only appears after 13 badges, so you cannot get Ralts till then
