Restricted pokemon

Hello, I have been a huge dragonite fan since I started playing pokemon as a child. Unfortunately, in most pokemon games access to Dratini is either very late in the game, or not at all. I’ve always wanted to have Dratini as a starter pokemon so I could experience using it for the entire game, not just power leveling to a Dragonite at the end of the game.

 

I’m asking any mod magicians or anyone who knows alot about pokemon Rejuvenation/reborn, if it would be possible to mod a Dratini into the starter selection pokemon? I recognize this may be an imbalance to the game, as Dragonite is a pseudo-legendary, but it would be very fun to experience leveling them up.

I'd imagine an easier solution to be just asking someone to trade a Dratini for your starter, but if you want it to be easily replayable I'd understand why a mod would be preferable.

If you install the SWM modular modpack, one of the features in it lets you change starter to any pokemon in the game.
