Frost Breath TM?

I was just going through my TM list looking for missing entries just after agate city, and the only one I couldn't find was frost breath. The guide had clear enough entries for the other TMs, but there was nothing besides route 4, and when I looked up a video from previous episodes it seemed to be on this map. I remember going on this map, picking up a (non-tm) item, melting the snow, and thinking it was odd how nothing happened after melting. I just took this picture and there's no frost breath. Does anyone know what I should do to get the TM?

(edit: I just remembered another guide said that it was in ametrine, but I've explored all of ametrine very recently and couldn't find it there? so I'm not really sure, although as I'm writing this I'm getting a vague memory of finding it below the ice rink however it is very much not in my bag so I'm just lost)

oml thank you, I remember thinking it was odd that I couldn't find an entrance to that area, no idea how I missed it (or the fact that that was on the TM guide but I'm just gonna say that it was a recent edit and I hadn't refreshed because if it wasn't then I'm extraordinarily blind)
