EV resetting disks in e19 (spoilers?)

I don't know if the merchant in peridot that used to sell EV resetting disks switches to his current "40k for 5 EV tuners" deal after a certain point is reached or if that's just what he sells from the start now but regardless - is there another way to get EV resetting disks or do I have to wait until he starts selling those reusable disks that are mentioned on the sign? I wanted to reset some EVs before entering victory road but it doesn't seem like I can do that anymore at this point in the game.

I checked every floor, they're not there and neither are any of the EV reducing berries. That is, unless they're in the new highest floor I haven't gotten to yet which would be a strange change.
