I ended up moving on and concluding that the Unova fossils were simply moved to post Fly since Archeops sweeps a couple gyms before then. I swept Charlotte back in E18 with the prankster Meowstic rain dance and Archeops combo and I think even Eclipse and Aster were swiss cheese with Rock Slide Archeops on the field. You have to talk to them in the museum (they were there the first time I went there, and in the morning too, so I guess they appear at all times of the day now), then fight them in Tanzan Mountain, then receive the fossil from the NPC in the museum.
