Can't get chansey department store sticker

This has been driving me up the wall. So I know to get the Chansey department store sticker I need to buy a second herbal medicine and wait for a clear day to speak to the NPC in Spinel town who is then teleported to Chrysolia springs. But I'm now at the point where all I have left to do is beat the Elite Four and I can't for the life of me get this NPC to spawn/find her anywhere??? 

 

Does anyone have any advice on where to find her/how to finish this bloody side quest.

You shouldn't have to speak with her, she should just teleport as you approach the Pokémon Center. So if she isn't there then she probably teleported already, which would mean she's in the northwest of Chrysolia Forest, not Chrysolia Spring. Also as of Episode 19 the weather is no longer a factor in it so whenever should be fine.
