You're right about needing to breed in order to get an Eevee with Wish, but since no Pokémon in the Field egg group learn Wish by levelling up it will be a little more complicated. The easiest solution would be with the event Pichu on the roof in the Onyx Ward (or the Fennekin in the WTC if you've reached there yet) which has a chance to know Wish when you get it, allowing you to soft reset until get one (preferably a male) that knows it. If you've already gotten these but taught them new moves, I believe you can get egg moves back at the move relearner in this game so you can check if Wish is in those lists. Now if you've already gotten both of these/aren't at the WTC yet and you didn't get Wish, then you're still fine, you'll just need to get a male from a different egg group that knows Wish (in this case probably Fairy, such as Swirlix or Togetic) and a female that's in both Field and the other group (like Pikachu, Togedemaru, or Skitty), and breed their male offspring with a female Eevee so the offspring learns Wish and then evolve that into an Umbreon.

 

Sorry that I got a little carried away there, so TLDR for the simplest ways to get a Wish Eevee:

-If you've gotten your 13th badge, get to the Fennekin in the WTC and soft reset it until you get a male with Wish,

-Otherwise, if possible, get the event Pichu on the Onyx rooftop and soft reset until you get a male with Wish and then evolve it into Pikachu,

-Or if you can't do either, get a male Swirlix from the Sweet Kiss Candy Shop, level it up to 45 so it learns Wish, and breed it with a female Togedemaru so you get a male Togedmaru offspring,

Then breed the outcome of one of those with a Female Eevee/Eeveelution.

 

Thankfully Foul Play is a lot simpler to get, since you only need to use a tutor for it. However that tutor is only available in the Peridot Ward once you get your 14th badge, so I guess you'll be able to get Fennekin by then anyway. Hope I didn't overcomplicate this and good luck!

Ah, super helpful answer since I've never tried breeding to this extent before to make "competitive" builds for any pokemon. I'm on track to get Wish soon based on your explanation and am pretty early game. 

 

After digging around the internet a bit I'm also a bit confused on remaining moves like toxic and heal bell across generations. Here's my understanding for generation 7 Umbreon builds(Pokemon reborn):

- ✅Wish (as you explained through breeding)

- ✅Foul Play (as you explained through move tutor but just later in the game)

- ✅Toxic (at the very least through the TM late game, not sure about breeding)

- ✅Protect (TM early in the game or breeding) 

- ✅Curse (Breed)

- ❓Heal bell (not sure on this but I think it's possible through move relearner

So my takeaway is the most viable Umbreon here is defensive Cleric with Foul Play/Wish/Protect/Toxic

 

But in generation 8 (Pokémon Rejuvenation)

- ✅Wish (as you explained through breeding)

- ❌Foul Play (random internet post said no more Foul Play for some reason)

- ✅Toxic (not through breeding, but maybe through TM)?

- ✅Protect (TM early in the game or breeding) 

- ✅Curse (Breed)

- ❌Heal bell (not sure on this but random internet post said no more heal bell for eevee/umbreon?)

And my takeaway here is the most viable Umbreon is just a Curse based bulky tank?

I haven't played Rejuvenation, but I can give you some try and help based on standard gen 8 mechanics. 

But first gen 7/Reborn:

-Wish: Correct

-Foul Play: Correct

-Toxic: Correct about the TM and point in the game, but I believe they removed the ability to pass down all TMs/HMs in gen 6, so in Reborn Umbreon only gets it by TM

-Protect: Same as Toxic

-Curse: Correct

-Heal Bell: Also a move tutor, but this one is available as soon as you reach 7th Street (so like mid game)

So in Reborn yes you can get all of them.

 

Now for gen 8 and maybe the same in Rejuvenation:

-Wish: Should be the same as gen 7, but it might depend on what Pokémon are available in Rejuv which could potentially complicate things

-Foul Play: Is actually a TR in gen 8, so if Rejuv has all those available then you should be fine

-Toxic: For some reason they decided to not make it a TM in gen 8 even though it had been one since literally the first games (TM06 from RBGY to USUM) so unless Rejuv has some other way to get it then it's not available

-Protect: Correct, except probably not by breeding again

-Curse: Correct

-Heal Bell: Correct

So if Rejuvenation follows all the normal gen 8 (SwSh) stuff then you would have Wish, Foul Play, Protect, and Curse.
