So if Sceptile can't learn it by TM here then that doesn't make much sense (I haven't actually checked it myself). Quote

You are correct, I have also found a similar question/report in bug reports (after I posted this) about the same TM which at the time couldn't be taught to a Swampert and had been fixed afterwards. In short: same issue different pokemon. Quote
