Teddiursa not appearing

I want to get all the event pokemon I can before challenging the first gym and I'm having trouble with the teddiursa. I have all of the factors right, clear weather and day time, And I haven't interacted with it before and it just isn't showing up for some reason. I have no idead why I cna't get the teddiursa to load in.
