Cannot use HM Waterfall even if I have badge 11

I beat Charlotte and then got Waterfall from Blake, but whenever I try to interact with the waterfall while surfing, it doesn't prompt me to ride it. If I go into my party menu and try to use waterfall, it tells me a new badge is required. It might be important to note I play with the easy HMs password enabled. Anyone have some kind of fix for this?

I've tried closing and reopening my game multiple times.

I tried teaching Waterfall to my Sharpedo.

...The reason is because Charlotte doesn't enable Waterfall, she enables Dive. You shouldn't be able to use Waterfall at this point in time, you only get to use Waterfall outside of battle after you beat Terra lol.
