How do I get a shell bell?

I really need to get a shell bell for a difficult battle so I looked up how to get it. The thing is every post said something different. I heard that you can get a shell bell by crafting it with shoal salt and shoal shells. Howerver I don't know where to find a shoal shell nor where to craft the shell bell. How many salts and how many shells do I need and where do I craft the shell bell? Can anyone help me out here?

Iirc after you get badge 14,

you can do the underground railnet sidequest, then the person helping to craft shell bells will be at the lapis ward railnet station.
