Hello, I am trying to do the suspicious person quest but can not find him. I checked Helojak Island as the quest says and afterwards terajuma beach as people in this forum talked about him being there. I attached an image of me standing at terajuma beach, is he supposed to be there? Would be rly thankful for help with this!
