I can't seem to find a way to these in Reborn?

Hi! I'm in Tourmaline Desert right now trying to get these two poke balls below me. I was looking for a Hippowdon for my Titania fight and noticed I hadn't gotten these. I have finished the train puzzle as far as I know, and gotten to the scrapyard so... I'm wondering if I have to wait for a certain story segment? I'm probably missing something here though

It's a Star Piece and an XL EXP Candy.

 

The train is already down there, implying that you're already done that train. 

You can't go back there.
