i cant find teddiursa. i already went into the gardens after battling the old man protecting them. where did he go?

I'm pretty sure Teddiursa roams around Peridot Ward, in a "Hide & Seek fashion". (You found him a bunch of times before battling him). Also, he only appear on when the weather is clear, so yeah ^^

I had trouble, as well. I know that the last place he shows up is the train station, and uh, did you already find him behind the house where Whismur is? I can't remember anywhere else. Just follow the roads and look in any nook and cranny.

I don't think you can - the pep talker at the beginning is scripted to say you don't have a ghost type, so I assume you can't until at least the Obsidia ward.

I think the first Ghost you can get is a Shuppet in the Beryl Cemetary (I think...) And that's after you beat the Second gym and proceed further .-.
