Lapras is a pretty bulky Pokémon, with Curse boosting its defense and the EVs maxing its Special Defense. After a few Curses, you can start hitting hard with Waterfall, which is boosted by STAB and Rain, and your Ice move, Avalanche which powers up from going second, or Ice Shard which is priority to circumvent your Speed drop. Lapras @ Focus Sash/Life Orb/Lum Berry Trait: Water Absorb/Shell Armor EVs: 252 Attack | 252 Speed | 4 HP Jolly/Adamant Nature - Dragon Dance - Aqua Tail/Waterfall - Outrage - Ice Shard/Zen Headbutt A sweeping Lapras. I don't know how it learns Dragon Dance and Outrage, but it has them. Set up with DD, then sweep, pretty straightforward. Aqua Tail for more power (90 Power, 90 Accuracy), or Waterfall for accuracy (80 Power, 100 Accuracy). Outrage is powerful. For the last slot, Ice Shard has priority STAB, just in case. Zen Headbutt for coverage. For the item, Focus Sash to have a safe setup outside of sandstorm/stealth rock, Life Orb if you are against something that won't 1hit-KO Lapras, or Lum Berry for Outrage. Ability, Water Absorb gives you a free setup if you switch Lapras into something that has water and no other effective moves. Shell Armor with Life Orb if you are afraid of being haxed. Because in the Gen 1 metagame, there are a shit ton of walls. Lapras is one bulky son of a bitch. Confuse Ray utterly fucks your opponent, due to the fact that Gen 1's mechanics are shit. Substitute only adds to your bulk. Once under the sub, it's all up to you. Toxic to whittle them down, or Surf to start dealing some heavy damage. Cool right? So what you want to do is set that dance up as much as you want, because Lapras has amazing bulk, Zen Headbutt and Ice Shard/Bulldoze for coverage, and Aqua for MAIN stab. Then do anything to kill your foe. Ice Shard can kill a lot of thinks because of STAB and 2 curses. Dive to hit with STAB too, and for lefty healing.
