You can get to Mirage Town by completing the disappearing tree puzzle in the Mirage Woods north-west of Route 3. I couldn't get to Mirage Town for a long time, until I figure out that there's an hidden cut tree on the right of where you find the TM, and it was pretty much a smooth sailing from there.
