0 Nova
You can't get it while it is hopping the roofs, but sometimes it sleeps under the tree, then you can "talk" to it to wake it up and start a battle.
0 Vinny
I remember i told someone that the Emolga stops jumping during the rain... But i forgot to test it... Also, since this isn't broken... I'm moving this to "On The Hunt"... EDIT: I told "Derpy Simon" that Emogla sleeps during the rain... I have to test it though... 0 Vinny
My guess: When it's windy, it's easier for it to "Glide", so Emolga is not going to stop gliding on a windy day... I simply found it asleep on clear weather, so idk... Here:

You can't bring common sense into this. That's like saying you can find a cotton Pokemon in an alleyway because the rain weighed it down, preventing it from flying. 0 Vinny
I don't have a better guess for it, so idk... I just wanted to say that Emolga is not going to stop gliding in an windy day... Why? idk... But true, it's not the place to bring common sense...
