Was the Driftloon event changed for 19.5?

Hi, just wanted to ask if the Driftloon encounter was changed in one of the more recent updates.  I've been playing Reborn for 10 years now, and have always known the Driftloon event was triggered by heavy wind.  However after talking to the boy's mother in Lapis the event triggered on clear weather.  Did my game glitch out, or was the event changed to happen randomly during Beryl in wind but guarenteed in clear (or any) weather if you talk to the kid's mom?  Thanks

No the event didn't change. It has always been like that - Drifloon spawns if either of the following conditions is true:

- Weather is strong winds

- You talked to the mother in Lapis
