What's the point of the White Flute?

Question. Seems that the devs made a point of putting the White Flute in the game. It makes pokemon more likely to appear by default.

The item isn't obtainable until way late in the game, where you can get the rainbow scent pretty quickly/early.

Is there a use for this that I haven't found yet? Or is it a remnant of old design that just never got swapped up.
