Am i right? Amethyst: "Actually only the Sp.Def component of Assault Vest works, so effectively I can only put it on enemies with no non-attacking moves. I don't have script stuff for the choice-limiting part of it so I can't give it to players yet." So yeah, that's why it isn't in the game. Imagine the power.
