How do you find him? are there weather conditions involved? The TV's in Reborn city are not working for me.. I'm still in episode 10 trying to find this thing..its the last pokemon I need before I move to episode 11..Please help :)

Nope haven't download episode 10.5 either to rule that out...

Pokemon Location Guide V2 would have told you that he was removed in 10.5 and Pokemon Location Guide shows where he was before, meaning you need an earlier episode like 10 or 9 to obtain it. It was on Azurine Island, and had a really low chance of encountering it during the day.

it's VERY rare. That's everything i can say. I met him just by walking around Azurine Island. There is no special way to find it. Maybe it's just 1% or even lower chance to meet one. And if you want a female to breed, good luck :)
