Pokemon in Ametrine Mountain

So have have made over 20 attempts at fishing at Ametrine Mountain yet I never get a bite. I was wondering if there haven't been pokemon programmed there yet.

The Ametrine interior map you currently see is only a place-holder

Incidentally, Ametrine is going to make a lot of pokemon retroactively available, to areas of the game even as early as pre-third gym.

As in once we get to Ametrine we find something that allows us to find other pokemon in earlier areas, or with the release of episode 13 the distribution of pokemon in earlier areas will change?

Since Ame said all Pokemon were going to be available to get, meaning the possibility of a completed Pokedex, I would assume that special event Pokemon that we could miss out on capturing would be available by some infinite means later on in the game.

An example is Porygon. In the earlier episodes, it was a one of a kind Pokemon. You either got it or you didn't. But thanks to Episode 11, we can get an infinite amount of Porygon. That's my theory anyways.
