I am preparing to battle Noel and heard that there was a vendor on 7th Street. I was told to do the Aqua Gang quest line and I just defeated Maxwell. It seems the quest line ended there and I looked around Lapis Ward and still cannot find 7th street vendor. When you respond please include precise directions that include the ward it in, what its next to, and if i need to do something else to access it. Thanks for you help.
