You should get in the habit of talking to people multiple times in the game if it seems they don't give enough information. Sutoratosu Posted August 11, 2014 Share Posted August 11, 2014 I'm fairly certain that the event that used to be in that Building has long since been removed from the game. and so it's locked now... and I'm fairly certain there is no key.
